
Lagos’ Digital Land Reform: A Bottleneck in the Making
While the Momentum Land Administration Solution promises efficiency, internal inefficiencies have turned it into a hindrance for property developers.
Lagos State’s ambitious digital land reform, the Momentum Land Administration Solution, was introduced to streamline land transactions, including the Governor’s Consent process. By digitizing records and eliminating middlemen, the initiative aimed to reduce bottlenecks and promote accountability in land administration.
However, the reality has been less promising. Despite these technological advancements, property developers continue to face significant delays in obtaining Governor’s Consent. The anticipated efficiency gains have been undermined by internal inefficiencies within the Land Administration departments. These bottlenecks, ranging from slow file movement to administrative backlogs have resulted in prolonged processing times, sometimes extending to several months or even years.
This situation has led to project delays, increased costs, and widespread frustration among developers. Instead of facilitating smoother transactions, the digital system has, in some cases, become a source of further complications.
To address these issues, it is imperative that the Lagos State Government undertakes a comprehensive review of the Momentum system. The review should focus on identifying and rectifying internal inefficiencies that are currently hindering the system’s effectiveness. Additionally, maintaining manual records as an alternative until the digital system is perfected can provide a reliable backup, particularly as civil service personnel undergo gradual upskilling to manage the digital processes effectively.
By streamlining processes, supporting personnel development, and ensuring the digital system functions as intended, Lagos can truly realize the benefits of its land reform initiatives.
